Among the advocates of open society, Milton Friedman, who won the Nobel
Prize in economics in 1976, was among those few who were lucky to
materialize his ideas in economic practice on a large scale. It is he and
his team to whom Chile owes its overcoming an acute economic crisis, as
caused by socialistic policies, and its way to successful free economy,
which after some years resulted in human and political freedom.
In this document (item 16), telecommunication and biotechnology
are indicated as crucial for economical and political development. Moreover
(item 19) one postulates (i) to create perspicuous legal foundations for
information and communication technologies, (ii) to make the ties between
science and economics still closer, and (iii) to increase competition
in activities leading to information society.
This text is a quotation of the comment submitted to "Die
Welt" (January 1997) by Professor Jürgen Doeblin, a member of the
Bundestag Committee for the Future of Media. Though the situation referred
to is improving (owing to the pressure of EU standards), this comment can
serve as a case study to hint at how information society may be endangered by
policies deviating from the standards of open society.
